First, at least some of the documents Defendant seeks are available on the docket without Plaintiff's assistance. The Court previously ordered the Clerk to unseal any sealed documents, see 30, and thus, Plaintiff can obtain them from the clerk's office as public records. Additionally, the advisory committee's notes urge the district courts to "limit the scope of sanction proceedings to the record," allowing discovery "only in extraordinary circumstances."
